- Financial Stability (solvency, reserves, net healthcare results)
- Claims Ratio
- Effective and Efficient Administration
- Benefit vs Cost Considerations
- Number of Options
Circular 56 of 2020 from the Council for Medical Schemes provides for the extension of these products until 31 March 2022. Members may therefore continue their membership of these options and new interested persons and/or employer groups may join. We foresee these options may transition to low cost medical scheme options or be defined as Low Cost Benefit Options.

The low income market is significantly different to traditional medical scheme consulting due to benefit design and possible confusion of benefits offered. Phoenix HC has therefore deployed a different approach to consulting, intermediary and advisory services in this space.
Primary Healthcare products are more affordable and do not offer members the full spectrum of prescribed minimum benefits (PMBs) as medical schemes.
Phoenix HC will provide individuals and employer groups with detailed benefit comparisons and proposals after conducting a comprehensive needs analysis. In cases of employer groups, primary healthcare is often part of the healthcare strategy and solution for low income earners or those unable to afford medical scheme contributions.
The same support, consulting and advisory services apply to primary healthcare clients/members as with medical scheme members.
